Abstract: 

Once simply an interconnection linking government and education computers for the purpose of exchanging defense-related data, the Internet has become accessible by the masses and its use has exploded in size in the last decade. The proliferation of access to and use of the Internet for information exchange has meant that the Internet is no longer the near-exclusive domain of government, scientific, and educational institutions. The “Information Superhighway” now is an integral part of businesses and industries, extends to millions of homes, and includes as active users legions of young children.
