Abstract: 

The use of civil commitment applied to sex offenders following their incarceration is a practice that is a decade old. Issues regarding the constitutionality of the commitment scheme, evidentiary questions, litigation and expert testimony have been fairly well settled under the assumption that with commitment and its concomitant treatment, sex offenders can be restored to society as sexually responsible people. It is now time to evaluate the treatment programs.
