Abstract: 

The Ninth Circuit, in John Doe v. Ronald O. Otte, 2001 US Ap. LEXIS 6003 (9th Cir. 2001), ruled that the Alaska Sex Offender Registration Act violates the Ex Post Facto Clause of the Constitution, reversing the district court’s decision.
