Abstract: 

Under the John Doe Indictment Project, New York City plans to issue arrest warrants for the most serious unsolved sex crimes based solely on DNA profile as identifying factor in order to beat the 10-year statute of limitations. The goal of the project is to indict unidentified attackers based solely on their DNA profiles before the statute of limitations expires.
