Abstract: 

Criminal justice policies are often founded on many beliefs and assumptions about offenders and their behaviors, and sex offender policies are no exception. Upon examination of sex offender registration, community notification, and DNA database laws, one assumption appears evident—an assumption that sex offenders inevitably reoffend. What else could passing laws that allow law enforcement agencies to monitor the whereabouts of convicted sex offenders and maintain a permanent record of their genetic make-up infer? More recently, however, a new assumption about sex offenders has begun to emerge. Some suggest that sex offenders do not begin their criminal careers by offending sexually.
