Abstract:

This is the first of a two-part article discussing the Act. The first part, below, briefly reviews the major provisions of the PROTECT Act and discusses initial public safety, implementation, research, and policy implications of the Act. Part II, which will appear in a future issue of SLR, asks several questions as to the PROTECT Act, its legislative goals, and policy suggestions. The language for majority of the following provisions has been directly taken from the Act itself. The intent of this provision is to provide social service organizations, particularly those servicing children, with information about transient sex offenders who may have repeat histories of child sexual abuse.
