Editor’s Note: In Part I of this article, the author argued for legal uniformity in sexual misconduct cases—both secular and religious—and discussed the different avenues of liability facing persons accused of sexual misconduct. (See Jack S. Furlong, “Sex Abuse in the Church, Part I: Charging the Catholics,” 5(4) SLR 37 (June/July 2004).) Part II, below, discusses the implications of delayed reporting, including its ramifications on investigations and the lives of the accused, and argues for a limit to the statutes of limitation.
