Abstract: 

Before his surgery to remove an intestinal blockage after having his appendix removed, New York’s Gov. George Pataki was busy signing into law a number of sex offender laws. If consitutional prohibitions are to be meaningful, penalties must be based on offenses that are more than mere harmless technical violations.
