Abstract:
Despite the actual nature of sexual offenses and the relatively low recidivism rate of sexual offenders (see, e.g., R.K. Hanson and K. Morton-Bourgon, “Predictors of Sexual Recidivism: An Updated Meta- Analysis,” User Report 2004-02 (Public Safety and Emergency Preparedness Canada, 2004), who report a recidivism rate of 13.7% based on their meta-analysis), legislative bodies here and abroad have been under increasing pressure to enact strict policy to manage the risk posed by those known to have committed acts of sexual violence. Indeed, the degree of public concern surrounding sexual offenses has resulted in varied and sometimes drastic solutions to manage the problem of repeat sexual violence.Keywords:
