Abstract: 

The authentication of personal information for the more than 400,000 sex offenders currently included in the National Sex Offender Registry (NSOR) has proven to be more than merely an arduous task for the Department of Justice (DOJ). The ideals set forth by the Federal Bureau of Investigation when establishing the National Registry revolved primarily around the goal of easily tracking an offender’s location and movement. However, as the managers of state registries continue to struggle with preserving updated information for those offenders in their jurisdiction, the integrity of the National Registry is subsequently affected. In order to enhance the quality of the database, law enforcement officials have considered the idea of referring to the National Directory of New Hires (NDNH) to verify address information. The law currently does not authorize the use of this system for locating sex offenders and any alteration to existing rule would need to be initiated by Congress.
