Abstract: 

This article is a summary of a recent report published by the GAO. (G. Kutz, “Passport Issuance: Current Situation Results in Thousands of Passports Issued to Registered Sex Offenders” (U.S. Gov’t Accountability Office, 2010).) The Department of Justice (DOJ) has documented cases in which the State Department issued passports to individuals who then used these documents to enter foreign countries where they committed illegal activities, such as engaging in sexual acts with children. To address this issue, in 2008, the DOJ requested that the United States Government Accountability Office (GAO) conduct a study that focused on determining the number of registered sex offenders who were issued passports and develop case study examples.
