Coordinated Management Model of Sex Offender Registration and Notification

Abstract:
The SOMS (Sex Offender Management Systems) framework is a national model of offender management policies and developed in recent years that provides considerable insight into the impact, both positive and negative, of a variety of policy and practice approaches. This article uses the SOMS framework to presents a detailed case study examining the agency nexus of SORN management in the state of Colorado. It provides a comprehensive description of the state’s organizational structures, identifies a collaborative process model that can serve as a guide for other jurisdictions, and shows how policy and practice environments impact the implementation of evidence-based strategies in sex offender management.Keywords: Sex Offender Management Systems (SOMS); Sex Offender Registration and Notification (SORN) policies; Colorado Sex Offender Registry (CSOR)
