Abstract: 

Over recent decades, correctional efforts to control sexual offending have focused largely on preventing recidivism among known sexual offenders. The emphasis placed on repeat sexual offending is not without justification. After all, one of the best predictors of future behavior is past behavior. However, in concentrating prevention and control efforts on convicted sex offenders, we may be missing opportunities to reduce the incidence of sexual offending.
