Abstract: 

On February 15, 2012, the U.S. Sentencing Commission (U.S.S.C.) convened hearings to evaluate the implementation of federal sentencing guidelines for child pornography offenses. The hearings were called amid a growing proportion of child pornography cases in the federal judicial caseload and an expanding number of downward departures from the U.S.S.C. guidelines.
