Abstract: 

New electronic technologies, such as electronic monitoring, may be used to protect victims of partner violence—or perpetrators may use these technologies to further stalk or harass their victims, increasing rather than lessening their risk of harm. In this article, Nancy Lemon summarizes recent law-review discussions of these technologies in cases of partner violence. She describes how technologies such as GPS can be used to bolster the effectiveness of restraining orders and provide “proof of violation” when perpetrators move within the prohibited area. But GPS, enhanced 911, and the Internet can help perpetrators track their victims, destroy their privacy, and exercise even greater amounts of control. She recommends some specific steps victims can take to lessen their risk.
