Abstract: 

Ms. Sharma makes an indictment of governmental failure to respond to the horrific pattern of blatant sexual abuse of women throughout India—including the shocking gang rape and murder of a female physiotherapy student in Delhi. That incident sparked wave of public outrage and an in-depth published study, the Justice Verma report, eventuating in a watered-down bill that only modestly improved the lot of female survivors of sexual violence.
