Abstract:
Tom L. Allen, chairman of the Governmental Accounting Standards Board (GASB), emphasizes that accounting standards must be based upon a partnership with users of financial statements, and not just preparers and attestors. He points with success to the process that led to adoption in 1999 of GASB Statement No. 34 on “Basic Financial Statements— and Management’s Discussion and Analysis—for State and Local Governments.”Keywords: GASB Strategic Plan; Statement 34; infrastructure reporting requirements; fund reporting; due process documents
