Abstract: 

This paper chronicles the impact of the COVID-19 pandemic on the New Orleans budgeting process following a long period of budget adjustments due to Hurricane Katrina. It examines New Orleans’ sensitivity to a major reduction in the number of visitors who might attend one of the city’s large events, reviews the changes in estimates of revenues, and discusses the necessary changes in the projected funding of public services, including public safety services, prior to knowing the implications of the American Rescue Plan Act of 2021.
