Abstract: 

If a novelist were to look for a good source describing the politics and pressures of working in an international accounting firm involved in designing and marketing tax shelters, a good place to start would be the section of the Minority Staff Report, discussed in detail below, on the development and approval process. One internal memo complained of delays in bringing the BLIPS product to market. Presumably, in the context, this was a recommendation for not approving the BLIPS product, but KPMG LLP determined to sell the product, a tax shelter, in any case.
