Abstract: 

As these cases show, public officials do not always behave as they should, often causing real damage. Suing them may or may not result in a satisfactory outcome, or may result in only a partial victory. Often the cases are dismissed at the start because many public officials and the agencies and municipalities for which they work are protected from law suits by doctrines such as sovereign immunity.
