Abstract: 

This article reviews the history, statutory authority, and procedures and practices of New York City’s Coordinated Approach to Preventing Stalking (CAPS). It examines important cases that led the city’s Domestic Violence Response Team to focus on stalking and develop strategies for prevention and prosecution, staff training, and its impact, including a significant increase in arrests and successful prosecutions.
