Abstract:

This column summarizes and discusses recent congressional activity. On August 22, President Clinton signed into law legislation that dramatically restructures government assistance to poor families. The bill ends individual entitlements to welfare benefits and converts Aid to Families with Dependent Children (AFDC) and other related programs to a state block grant program. Senator Paul Wellstone succeeded in attaching three domestic violence amendments to S. 1664, the Senate illegal immigration bill, which passed the Senate on May 2, 1996.The Interstate Stalking Punishment and Prevention Act of 1996 is also discussed, as are several other acts of legislation of interest to readers of DVR.
