Abstract: 

In 1994, the National Center for State Courts in Williamsburg, Virginia began a study in three communities of the effectiveness of restraining orders. Their findings, which include some surprises, have just been released. The effectiveness of protective orders depends on the specificity and comprehensiveness of the relief granted and how well the orders are enforced.
