Abstract:
The murder of Kristin Lardner by Michael Carier in May of 1992 served as a catalyst for a collaborative effort by probation, victim advocacy groups, the executive, legislative, state government, state and local law enforcement agencies, and the county district attorneys offices to establish a central repository in Massachusetts for domestic violence civil restraining orders.
