Abstract: 

Recently, there has been a flurry of reports and legislative hearings about problems within California’s institutional abuse and neglect response system, with particular attention being paid to the long-term care ombudsman program. The earliest report this article addresses was issued on November 3, 2009, by the California Senate Office of Oversight and Outcomes. This report, entitled “California’s Elder Abuse Investigators: Ombudsmen Shackled by Conflicting Laws and Duties,” was a report prepared for the California Senate Rules Committee at the request of the Subcommittee.
