Abstract: 

Part I of this article, published in 14(4) VED, dealt with some news stories in which the deaths of institutionalized developmentally disabled persons threw a highly unfavorable light on the conditions to which some institutionalized persons are subjected. This second installment deals with some recent cases centering on the rights of facility residents to be safe and protected against abuse.
