Victimization of the Elderly and Disabled

Abstract: 

In the third and fourth quarters of 2015, multiple agencies, including the National Center for Elder Abuse (NCEA), Administration for Community Living (ACL), and the Consumer Finance Protection Bureau (CFPB) published documents and undertook actions to assist the work of APS agencies. This article summarizes the most important of these developments, including a new NCEA fact sheet on APS programs serving vulnerable adults that surveys program scope, resources, and populations served for all 50 states, and a flow chart that guides family members and others concerned about elder abuse through the proper steps involved in reporting and responding to reports of abuse. The article also examines ACL’s voluntary consensus guidelines that seek to provide more uniformity and consistency in the provision of services to vulnerable adults. It also looks at NAPSA’s new technical brief, “Working With Cases Involving Mental Illness,” which addresses a vitally important issue that most APS professionals encounter at one time or other but are often not adequately trained for. The article concludes by assessing new guidelines for reporting elder financial abuse announced at the SEC’s First World Elder Abuse Awareness Summit.
