Abstract: 

This article reviews the provisions of Substance Abuse and Crime Prevention Act (SACPA), an alternative to incarceration policy measure, and describes the evaluation’s goals and methods. The authors further report on implementation issues that have emerged in the first six months since SACPA’s effective date (July to December 2001).
