Abstract: 

This article explains that recently, the debate over the comparative use of community and institutional corrections, especially for young people, has begun to liven up in the United Kingdom. The author argues that the general issues raised in this emerging debate are applicable to the United States as well and, accordingly, it is valuable to review this debate more closely to see what implications it might have for offender programming in this country. Immarigeon summarizes this debate in order to derive policy implications.
