Abstract: 

Author Heather Mac Donald presents a blistering, conservative view of the on-going Plata-Coleman litigation in California. Whether conservative or liberal, the litigation has been a nightmare; one’s political views will determine the precise nature of the nightmare. Ms. Mac Donald tells a part of the Plata- Coleman story that has not been told on these pages and she tells it well. This is an essay and her views are presented as opinions; opinions that will generate heat from some and applause from others. It is a part of the incredible story of terrible neglect by California and some awful excesses in the judicially imposed oversight.
