Abstract: 

Bilal, civilly committed under Florida’s sexual predator law, sued the guards at a civil commitment center for refusing him bathroom breaks during a 1,200-mile road trip in a van necessitated by a court order that he appear at a distant court. The district court dismissed Bilal’s legal claims, but the 11th Circuit reversed, and staked out some important rights for civilly, as opposed to criminally, committed offenders.
