Abstract:
A discussion of Harrel v. NYS, DOCCS, 2019 WL 3821229 (S.D. NY), in which a 30-year old, African American who was a prisoner at New York’s Fishkill prison, and diagnosed with mood disorder, antisocial personality disorder, and bipolar disorder, was savagely beaten to death by a rogue group of officers known to do “beat up” patrols.Keywords: “Beat Up” Patrols
