Abstract: 

The complete issue includes all of the articles listed in the contents above plus briefer treatments of suicide risk (Smithee v. California Correctional Institution); a losing effort by an Illinois inmate to challenge the inadequacy of his mental health care (Boykin v. Fischer & Marquez); a court ruling granting qualified immunity to private health care providers (Perniciaro v. Lea); a case from the 1st Circuit, U. S. v. Sirois, that raises new issues with respect to addicted offenders whose paroles are revoked for drug use; and a questionable decision granting qualified immunity to a jail officer who taunted a mentally disordered inmate suffering from PTSD (Leiser v. Kloth).
