Abstract: 

When suicide is the leading cause of death in jails across the country why would the Supreme Court not find some constitutional urgency to require some reasonable screening? A troubled man with a long history of mental health and substance abuse problems pays the ultimate price when a routine screening fails to see reasonable risk.
