Abstract: 

Nine pre-trial detainees challenge whether their fundamental constitutional rights were violated in being given low-priority for transfer to a mental hospital for treatment aimed at restoration, no mental health treatment was provided to the detainees held at the jail for periods ranging up to seven months.
