Abstract:
The allegation here is that Riverside’s five jails, with over 3,500 prisoners, operates a health care system (mental and medical) that lacks the basic elements necessary to identify and diagnose serious conditions; fails to provide timely access to adequate care or administer the right medications; fails to have adequate staff, maintain records, maintain inmate confidentiality,and to employ a self-correction mechanism.Keywords: Brown v.
