Abstract: 

On October 15, 2014, the parties in Parsons v. Ryan announced a resolution covering the class of Arizona Department of Corrections (ADOC) inmates requiring medical, mental health, and dental care. In this article the author attempts to gain some insight into the negotiations leading to the settlement by studying the structure and format of the written Stipulation and, in this case, the six Exhibits that total more than double the 20-page, therefore relatively modest, Stipulation itself.
