Abstract: 

In Hoffman v. Knoebel, 894 F.3d 836 (7th Cir. 3018) the Seventh Circuit beat the drum for due process, for procedural fairness, on behalf of Indiana addicts struggling to survive but often slipping and being given hundreds of days of jail time in an arbitrary fashion. Participants in the Clark County, IN Drug Treatment Court (DTC) who lapsed (e.g. showed up late for a meeting) often languished in jail for weeks or months. DTC made arrests despite lack of state authority to do so.
