Abstract: 

Cox is a 57-year-old inmate serving a life sentence in a Massachusetts state prison. He is also a sympathetic figure because he is mentally disabled (IQ of 51) and unable to read, write or dial a telephone without help. He claims that he is an ADA-grounded victim of discrimination because he was denied access to procedures to obtain needed medical care; procedures to report and resolve grievances; procedures to report physical and sexual assaults, and use of the telephone. Cox won a jury verdict, which the state sought unsuccessfully to overturn on appeal.
