Abstract: 

Twenty-three years after the original consent decree against Bernalillo Co. Detention Center is still the subject of litigation: detention staff are inadequately trained to deal with mentally disordered inmates in their care. This very brief article examines common failures to train, and how to set realistic goals and priorities for proper training and job assignments.
