Abstract: 

It’s an all too familiar story: Jail officials house two prisoners together and one prisoner is killed by the other. When may liability attach to the municipality or the offending staff members? We briefly explore the facts in Ferreira v. Arpaio, where a housing decision placed a violently acting out inmate with one known to be aggressive.
