Abstract: 

Although finally reached the question is - does the settlement respond to the real problems in the Illinois system? No. But it may be the best one can hope for given the state’s financial condition. A cry of poverty, however, is more often an expression of funding priorities than the availability of funds leaving the author to fear that the Settlement is more mirage than a workable plan of action.
