Abstract: 

This article is a comprehensive revision of our landmark survey published in Volume 30, Number 1 of The Journal of Offender Monitoring, “Monitoring With Smartphones: A Survey of Applications.” In the five years since then, smartphone monitoring applications have become more widespread, capable, and popular as a way of providing cost-effective supervision services to large groups of offenders. The 2023 Survey covers the types of companies offering these applications; the basic approaches (BYOD or locked-down) employed by each provider and product; how each verifies the identity and location of offenders under supervision; how each handles communication between the officer and offender; the types of support (resources, reminders, feedback, etc.) offered to offenders by the applications; and data, platform, and reporting specifications. Six corresponding data tables contain all-new data current as of September 2023 (Basic Approach and Technical Requirements; Verification of Identity and Proximity; General Supervision and Monitoring; Offender Support; Location Monitoring; and Data, Platform and Reporting Capabilities). The original survey was designed, compiled, and written by Joseph P. Russo and George Drake and has been updated by the editors of The Journal and representatives of the vendors: Acilivate, BI Incorporated, Buddi, cFive Solutions, Corrisoft, eHawk, SCRAM Systems, Securus Monitoring, Shadowtrack, SuperCom, Track Group, and TRACKtech.
