Abstract: 

Wendy Johnston convened a panel of experts to discuss the pros and cons of offender-pay programs. The panelists included Linda Connelly of LCA Associates, Darren Gowen of the Administrative Office of the U.S. Courts, Carl Wicklund of the American Probation and Parole Association, and Robert L. Thomas of On Guard Plus Limited. The article includes the results of a survey of agencies tabulating policies on offender-funding including rates and policies; a survey of statutes authorizing or requiring offender-pay; and a sample of opinion on offender-pay from advocacy groups in the U.S., Europe, and Canada.
