Abstract:
A growing number of states are contemplating the use of Global Positioning Satellite systems (GPS) for monitoring criminal offenders. As jurisdictions study the issue, they would do well to follow the path taken by the state of Maryland. The Maryland legislature commissioned a special task force that brought together experts from a wide variety of disciplines—from the courts and corrections to civil rights attorneys. Their work provides an exceptionally thoughtful and comprehensive examination of the potential role GPS and other technologies may play in managing and supervising offenders in the community. The Journal of Offender Monitoring is publishing here the Task Force Final Report in its entirety; only the Appendixes, which duplicate material found elsewhere in the main body of the report, have been omitted.
