Abstract: 

In recent years, the efficacy and fairness of traditional bail practices have come under scrutiny. This special double issue of Journal of Offender Monitoring is devoted to bail reform. The issue includes two lengthy case studies, from New York and California, commentary from a leading academic authority, and a digest of recent legislative developments in bail reform. It is meant to be read as a colloquy among experts: some who believe our bail system is unfair, some who believe it is simply ineffective, and some who maintain that the reforms being proposed are based on a misunderstanding or misinterpretation of crime data, go too far, and don’t really address the underlying causes of minority over-representation in the justice system. This is the complete double issue, Volume 36 Numbers 1&2.
