Abstract: 

Legislation in the states was fairly quiet last quarter, but there were a number of enactments to report on in the areas of distracted and impaired driving. At the end of the column are a few measures concerning driver’s licensing issues. The federal cupboard was almost bare, but we are continuing to report on a select number of bills that are still surviving in this current congressional session. Prognosis for passage by the end of the year for any of the federal bills, however, is not good.
