Abstract: 

There are 2.3 million incarcerated people in the United States, a figure that is significantly higher than any other nation’s. Providing health care to all of those inmates is a challenge to say the least. Populations are up. Budgets are down. More and more inmates are being incarcerated with multiple conditions or are developing them while behind bars.
