Abstract: 

A Vandalia Correctional inmate who suffers from advanced osteoarthritis and vascular necrosis files a complaint alleging he was refused a transfer to an ADA-compliant facility and, because of his disability, was not considered for a work-release program. Municipal liability and deliberate indifference claims are filed against the Bossier Parish sheriff by the family of an inmate who submitted a “kite communication form” refusing an EGD and later was diagnosed and succumbed to colon cancer.
