Abstract: 

An inmate alleges that prison personnel failed to follow the treatment instructions of the outside clinic for his possibly fractured elbow. The question is raised whether or not the seriousness of the plaintiff’s condition and the risk incurred by a delay in providing medical treatment had been “obvious” in the case of a detatched retina. A lawsuit against Pramstaller is initiated when cataract surgery for an inmate is delayed.
